Sixth Doctor actor Colin Baker has spoken about Doctor Who’s new mystery, after the season 15 finale showed Ncuti Gatwa’s Doctor change into Billie Piper, the actress who once played Rose, a companion to the Ninth and Tenth Doctors.

Since it aired, fans have been guessing what is happening.

Many noticed the credits listed Piper, but didn’t say she was “the Doctor,” unlike past regenerations.
I don’t have a clue, but I suspect it’s a load of old malarky. I think they didn’t know what to say, so they did that. I think there will be something involving Billie Piper, but she’s not the Doctor, who can she be? She’s someone else! It’s like me being the Master. Well, I could be, I suppose. I suppose she could be a lookalike, but they could come up with anything, and that is the joy of the series. You can do anything with it, so if they choose to do it, they could. I think it would be quite nice if it was someone completely different. I’d pick my daughter Rosie, she’d be very good.
Speaking to the Oxford Mail, Baker agreed with fans who think Piper isn’t playing the Doctor. He said about the idea, then He added, and Baker went on, When asked who he would like as the Sixteenth Doctor, Baker said
His thoughts match those of Fifth Doctor actor Peter Davison. He earlier said Piper’s return was “a completely mad idea”.

I don’t think she is the Doctor. I think it’s kind of just a hand grenade thrown into the final episode to try and go, ‘Whoa, what’s this?’ And then it’s almost like, ‘Get out of that.’ I thought she was a fantastic companion, but she’s got a great career, and she’s got options galore. I don’t know why she would voluntarily choose to go back to Cardiff for a year.
Davison said
But Ninth Doctor actor Christopher Eccleston said in 2022 that he wanted Piper to be the Doctor, and that he’d enjoy seeing the fans “all struggle with it”.
